How to make a submission
Make your voice heard
I want to thank the many people who have supported Holcim and its proposal for a 200 million cement plant at Weston near Oamaru Right from the beginning, weve said that we want to listen to and talk with the local community We dont agree with everything that has been said and not everyone welcomes the project- thats normal in a process like this What we do need is for those whove told us they support the project to make sure they tell the consenting authorities the same The submission process isnt about counting those in favour and those against - its about both sides presenting robust opinions based on factual information This project will give the local economy a major boost Here are just some figures to consider as you prepare your submission: Around 106 million of the estimated 200 million construction cost would be spent locally Up to 450 people employed on construction Workforce salaries over two years estimated to be 30 million Once up and running, between 110 and 125 long-term, non-seasonal permanent jobs Around 8 million per year in direct salaries Holcim would not have
applied for resource consents without being fully confident of complying with all relevant guidelines, standards and other requirements on a district, regional, national and international basis We welcome the rigour and robustness inherent within the Resource Management Act process Holcim has operated for many years in New Zealand It works closely with, and is respected and valued by the communities it operates in Holcim has made a commitment to work within the standards and guidelines that have been established to safeguard the health of all community members So make sure you have your say - its important not to just this generation but future generations of this community who want sustainable jobs and good corporate citizens

Holcim New Zealand Ltd has lodged various applications for resource consents to construct and operate a cement plant and associated quarries near Weston as well as a coal pit at Ngapara and a sand pit at Windsor These applications were notified on Friday 20 April by the Otago Regional Council and the Waitaki District Council An important component of the Resource Management Act is the opportunity it provides for the public to make submissions on a notified
application The notifications for Holcims applications were advertised in local newspapers 20 21 April Many people have asked Holcim what they can do to have their say on the proposed 200 million cement plant at Holcim The reply is simple - make sure you make a submission and tell the consenting authorities the Waitaki District Council and Otago Regional Council why you support the proposal It is really important that those who want the project to go ahead and all the benefits that come with such a development make sure their voice is heard For more information on how to make a submission go to wwwholcimcom/nz or come into our information centre on the corner of Eden and Thames Streets between 1100am and 630pm on Wednesdays To have a submission pack sent out to you telephone us on 0800 43 20 20 or email info-nz@holcimcom Submissions close on 19 June This newsletter is designed to make it as easier as possible for you to have your say

Getting your view across
Your submission will carry more weight if you link your own particular knowledge, understanding or local experience with the reasons for your support For example;
Employment - you could say how it might benefit you and your community, mentioning any experiences which show that the opportunity of new jobs is needed in the local region, or Economic benefits - you could say how the cement plant proposal will bring diversity to the local economy and create flow on economic benefits mentioning your own knowledge of previous downturns in the district, or Opportunities for young people of the district - you could say how the proposal will provide job opportunities for those returning to the district following University or other education

Consistent with the district plan
The Cement Policy Zone was created in the early 1980s and has been maintained in the District Plan This specifically envisages utilisation of natural resources limestone for cement manufacture

An important component of the Resource Management Act 1991 is the opportunity it provides for the public to make submissions on a notified application The notifications for Holcims applications were advertised in local newspapers 20 21 April

How long does the submission period last?
The submission period began on the first work day after notification - Monday 23 April 2007 - and is for 40 working days, closing at 5pm on Tuesday 19 June 2007 Submissions may be lodged at any time during the submission period The usual 20 working
day submission period has been doubled to 40 working days because of the amount of information in the formal application documents four volumes totalling around 2000 pages This will help ensure people have an adequate opportunity to have a say Including public holidays and weekends, the total submission period is more than eight weeks long, and ends at 5pm on Tuesday 19 June 2007

How do I submit?
You can submit by using the submission form provided in this submission pack Submission forms are also available from the relevant Councils Your submission should be based on information in the consent applications, AEE Assessment of Environmental Effects and associated reports lodged by Holcim New Zealand Ltd and notified by the Waitaki District Council and Otago Regional Council Your submission needs to clearly state which consent application you are expressing a view on, and whether you are supporting, opposing or neutral regarding the application You should indicate on the submission form whether or not you wish to speak at the hearing regarding your submission

Can I submit on more than one thing?
Yes - your submission can be on one or more of the resource consents or

What happens at the end of the submission period?
Once the submission period closes, a hearing date will be set This is likely to be a joint hearing involving both Councils At the hearing the panel, usually made up of a
combination of councillors and expert commissioners, will consider the submissions made Anyone who wishes to do so can speak to their submissions in front of the panel - this should be indicated in the original submission The panel will consider all of the information before it, including the submissions and make a decision on whether to grant or decline the various applications, or to grant the applications with conditions
